كشفت الجريدة الرسمية التركية عن توجه الحكومة التركية لإعفاء العمال السوريين في قطاعي الزراعة الموسمية وتربية المواشي من اذن العمل وعدم السماح لأصحاب الأعمال في القطاعات الأخرى بتشغيل السوريين دون استخراج تصاريح لهم.

 

  • فرض اذن العمل على اللاجئين السوريين

 

فقد نشرت الجريدة الرسمية التركية لوائح جديدة متعلقة بقانون اذن عمل الأجانب المقيمين داخل الأراضي التركية في إطار برنامج الحماية المؤقتة. ووفقاً للوائح الجديدة فإن اللاجئين السوريين لن يتمكنوا من العمل ولن يُسمح لأصحاب
.الأعمال بتشغيلهم بعد الآن في تركيا دون استخراج اذن عمل بشكل رسمي

وحول طريقة استخراج اذن العمل في تركيا أضاف الموقع أنه يتوجب على صاحب العمل أو السوري فيما لو كان يود استخراجه بشكل مستقل
التسجيل عبر البوابة الإلكترونية ومن ثم يتقدم بعد ستة أشهر من تاريخ التسجيل بطلب إلى وزارة العمل والضمان الاجتماعي للحصول على اذن العمل 

 

وتم الإشارة أيضاً إلى أن التقدم بالطلب إلى وزارة العمل والضمان الاجتماعي يحتاج بدوره إلى “طلب أوّلي” يحصل عليه السوري الراغب باستخراج اذن العمل من الوزارة الخاصة بمجال عمله, فالوظائف المتعلقة بالصحة مسؤولة عنها وزارة الصحة
 والمتعلقة بالتعليم وزارة التعليم

واستثنت القوائم الجديدة قطاعي الزراعة الموسمية وتربية المواشي وسيتم إعفاء السوريين من اذن عمل في هذين القطاعين إلا أن طريقة التسجيل ستكون مختلفة. وعليهم أن يتقدموا بطلب في مكتب الولاية التي ستتكفل بمهمة رفع الطلبات المقدمة إلى وزارة العمل والضمان الاجتماعي وسيتم عقبها تحديد أعداد العمال اللازمين في كل ولاية وتوزيع السوريين بما يناسب احتياجات كل ولاية

 

  • اذن العمل في تركيا / Çalışma izni

 

كما نصّت اللوائح الجديدة على عدم السماح بمنح الأجانب المقيمين في إطار برنامج الحماية المؤقتة “اللاجئين السوريين” رواتب شهرية لا تقل عن حد الاجور الأدنى البالغ 2020 ليرة.
هذا وستتمكن الجمعيات الخيرية وغيرها من المؤسسات المعفية من الضرائب والتي تعود بالنفع للمصلحة العامة من التقدم بطلب تشغيل عمال سوريين إلى وزارة العمل والضمان الاجتماعي.
